Any brochures, pamphlets, communications verbal or otherwise must comply with ARS 9-500.14 and ARS 16-192. Your explanation does not. You must present a balanced and full explanation. Structuring a "Crisis Mode" is not acceptable, and training staff to create a crisis in the voter's minds, which we have a record of, is certainly not acceptable under Arizona Law.
Please update your statement and follow the Arizona Statutes in this matter.
Current Home Rule does not expire until June 30, 2027. If Home Rule fails in Arizona, the city council can call for a one-time override election in May to temporarily increase the spending limit for that fiscal year. If the override passes, the city can spend above the restricted state-imposed budget limit (Base Limit) for that year. A Budget Override may be initiated by Council every May.
